PROBLEM
	    Riley Hassell found following.   OPENBSD chsh,chfn locking  issue:
	    chfn, Control+Z  to through  it in  the background,  then kill the
	    process leaving the stale lock-file /etc/ptmp.
	    Now users cannot execute chsh, chfn.
SOLUTION
	    In this case it's just:
	
	        rm -rf /etc/ptmp
